I don't know what the differences are if you create a library from an XAE project or if you create the library from an empty PLC project?
As I understand it, the best way is to create a PLC project and add an empty PLC, in Codesys There is the creation of a library project, but in TwinCAT what are the differences according to the 2 forms chosen?

I have been researching on my own and doing tests, there is no difference to create a Library from an XAE project or from a PLC project and add an empty PLC...
I think that after the tests it is even better to do it from XAE, because that way the project can be transferred to the PLC, while with empty PLC it cannot be transferred to the PLC and this test option is lost.
If someone else can give their opinion or experience?

You can create a library by your own that will store all what you have, from my understanding from Beckhoff document. That way you can import to any project you want what you "saved" in your custom library
