According to my support team :

It is not possible to trigger a TwinCAT action on a Windows event.

But you can cyclically, for example, try to open a file that is present on the key every second.
If you receive an error it means there is no key, if you can open it there is a key.
However, this only works with a key that is always mounted with the same drive letter.
